[Explanation]
This film, which takes place between episodes 44 and 45 of the TV series' climax, depicts the major incident that led to the disappearance of Fuuto Tower, the symbol of Fuuto, and the battle between Kamen Rider W and the vicious terrorist group "NEVER."
