Shioya was completed in November 1943 as the second Ashizuri-class tanker for the Carrier Task Force, capable of replenishing two large aircraft carriers' worth of aircraft fuel, as well as equipment, ammunition, and rations.
After commissioning, it transported fuel and supplies in the southern waters, but was sunk in June 1944 by a U.S. Navy submarine attack before being deployed to support the task force.
