[Story] February 10, 1973. Kamen Riders 1 and 2 eradicated Shocker, and peace was supposed to have arrived on the world...or so it seemed. Suddenly, a mysterious warrior, Kamen Rider 3, appears. Kamen Riders 1 and 2 are wiped out by the most powerful Rider developed by Shocker, and in that moment, the gears of history begin to spin out of whack. The year is 2015, and the entire world is under the rule of Shocker. Tomari Shinnosuke has joined the Shocker in order to defeat Kamen Rider. However, during the fierce battle, Shinnosuke witnesses the despicable nature of Shocker, even using children as shields. "Protect the dreams of children and shine a light of hope. That's what Kamen Rider is!" The words of Kamen Rider Black, Minami Kotaro, who risked his life to save children, strike a chord with Shinnosuke. "Something's wrong..."
